Allow .msg files to be viewed in the portal, but continue to not allow them to be added in the portal

We do not allow .msg files to be added as attachments in the portal, but we do allow them to be added in RAPTOR. The .msg attachments cannot be viewed in the portal. I would like to be able to view in the portal ,but continue to disallow adding these type of files.
